Most of the web design companies I've researched offer blog design. And some of them really should not be offering the service. The designs look like a 5 year old scribbled something on paper and someone uploaded the code to their site. The free blogger templates are actually more professional looking.
Their website designs aren't much better. They look like those geocities frights from 1998.
